Pursuant to the notice circulated by Kurt Karsten, the following Board members met at the BRCA Marina at 7:35 pm.

President Paul Behrends, Jeff Bach, Kurt Karsten, Grahame Rice, Carlene Cassidy and Bill Cable.

The Board accepted Mr. Behrends’ resignation as president and from the board with great reluctance and sincere thanks for his dedicated service to the community and especially to the BRPA.

Due to the resignation of the President, Paul Behrends, the meeting was called to order at 7:35 pm by the Vice President, Jeff Bach, who chaired the meeting

A lengthy discussion occurred that detailed the recollections of the events that occurred on July 9, 2004 at approximately 5:00 pm.

The Board reviewed several documents:

• A letter from Glenn R. Beach dated July 10, 2004 that was received by Mr. and Mrs. Behrends at their home via USPS mail on July 13, 2004.
• A reply from Mr. Behrends to Mr. Beach.
• A letter to the BRPA board from Mr. Behrends.

The BRPA board took the following actions:

• Kurt requested any information from AAC Police officer Amatea relating to this incident.
• Jeff would ask the DRD guard on duty for his recollections of the incident.
• As part of the ongoing review of the policies and rules relating to the operation of the pool the BRCA Board reviewed the current By-laws and Pool Rules. The focus was on the standards that are in place relating to the actions alleged to have occurred by Mr. and Mrs. Behrends and the Beach child involved in the incident.
• Jeff will reinforce with the DRD staff their obligation to uniformly enforce all rules of the BRPA on a consistent basis.

The BRPA Board decided to take no further action on the letter from Mr. Beach pending a reply to Mr. Behrends’ letter to Mr. Beach which was express mailed to Mr. Beach July 13, 2004.

Under the BRPA by laws the Vice President (Jeff Bach) has full authority to act in the absence of the President.

The meeting adjourned at 8:30 pm.
